Spearheaded by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, the declaration calls for AI companies to implement transparent safety protocols and allows for independent evaluations of AI models.
The statement, titled “A Call for Control of Frontier AI Models,” has garnered support from leaders representing 20 countries and the European Commission. The leaders emphasized the necessity for governments and regional organizations to collaborate on developing common AI safety standards, enhancing transparency, and setting up mechanisms to share information on significant AI-related safety incidents.
A notable aspect of the proposal is the suggestion for United Nations member states to explore the creation of an international institution dedicated to establishing AI safety standards. This organization would facilitate verification processes and unite governments when advanced AI systems achieve certain capability thresholds. Although the declaration does not constitute binding international law, it remains open for further endorsements from other countries.
